An Expanded Environmental Notification Form (EENF) has been submitted to the Massachusetts Environmental Policy Act (MEPA) office for this project. Information about the project, including a link to download the first several pages of the EENF (select ‘EENF’ hyperlink under Project Documents), can be found at the following address: https://eeaonline.eea.state.ma.us/EEA/MEPA-eMonitor/project/3c1f4ca1-2bd.... The EENF largely pertains to Phase 1 of the overall project. A copy of the complete EENF submittal may be requested from the “Project Contact” identified below.

The Full Build Project requires the preparation of an Environmental Impact Report (EIR) as it exceeds a mandatory EIR threshold, and in accordance with the MEPA regulations at 301 CMR 11.06(7)(b), as it is located within one mile of an Environmental Justice (EJ) population. Phase 1 of the project exceeds the mandatory EIR threshold 301 CMR 11.03(1)(a)(2): Creation of ten or more acres of impervious area, although it does not require any State Agency Actions. The Full Build Project is expected to exceed additional mandatory EIR thresholds related to Land and Transportation, and is anticipated to require a Vehicular Access Permit from the Massachusetts Department of Transportation (MassDOT). The Proponent, UGPG RE Sutton LLC, has requested a Special Review Procedure (SRP) be established for the overall project (the ‘Full Build Project’), in accordance with the MEPA Regulations at 301 CMR 11.09.

As described in the EENF, the Full Build Project consists of the redevelopment of an approximately 448-acre former gravel pit into a phased warehouse and distribution center. Phase 1 of the project consists of the construction of one warehouse building, totaling approximately 343,200 square feet (sf) with approximately 208 surface parking spaces and associated infrastructure. Phase 1 of the project will occur on approximately 38.3 acres and will result in: the alteration of 7.9 acres of land; the creation of approximately 20 acres of impervious surface; the generation of 480 New unadjusted average daily trips (adt);  587 gallons per day (gpd) of water usage; and the generation of 525 gpd of wastewater; and will require the construction of 0.20 miles of water mains and 0.01 miles of sewer mains. While the Full Build Project is not yet defined, it is anticipated to result in over 50 acres of land alteration, the generation of over 3,000 New adt, the creation of over 1,000 parking spaces, and over 100,000 gpd of water usage and wastewater generation (although these impacts may change as the project is refined).

As noted above, the Proponent has submitted an EENF requesting the establishment of an SRP. A remote consultation session will be held on Friday, September 9th to receive advice and comments from agencies, officials, and citizens regarding which environmental issues, if any, are significant for this project. Opinions as to the extent and significance of possible environmental impact will be welcome. Upon request, interpretation services in Spanish will be provided. The deadline to request these services is by 11:00 AM Wednesday, September 7th. Additionally, an in-person site walk and/or an evening remote consultation session will be provided upon request.
