VHB submitted the Project Commencement Notice (PCN) Energy & Environmental Affairs (EEA) #16593 on behalf of UGPG RE Sutton LLC, an affiliate of UN1F1ED² Global Packaging Group (the “Proponent”), and in accordance with the Certificate of the Secretary of Energy and Environmental Affairs Establishing a Special Review Procedure (the “SRP”) issued on October 31, 2022. The Project Commencement Notice (the “PCN”) is for the continued Massachusetts Environmental Policy Act (MEPA) review of warehouse/distribution facilities totaling approximately 2.4 million GSF (the “Full Build Project”) on approximately 448-acres of land located in Sutton and Millbury (the “Full Build Project Site”), as described in the initial Expanded Environmental Notification Form (the “EENF”) filed on August 15, 2022.

In light of the COVID-19 response, the MEPA Office is accepting and allowing electronic filings for distribution to state agencies and other members of the public, as required. This was noticed in the May 10, 2023 (MEPA) Environmental Monitor, commencing the 30-day public review and comment period (see below).
